Yes. If the records you seek involve anything we deem as security-sensitive information. In addition, we can inquire as to whether your request is for a “commercial purpose", which is defined to be “the sale or resale of any portion of the public record or the use of information from the public record to advance the requester’s strategic business interests in a manner that the requester can reasonably expect to make a profit”.
